Tobacco refill pack IQOS in San José: the compare shortlist
Tobacco in San José: 22 units tested over 3 weeks, refill pack formats, priced per 10 ml for Costa Rica.
Delivery, returns and what 4–9 business days really means
If you are looking at tobacco in Costa Rica, the first question is not strength. It is whether the refill pack you are quoting actually fits the device on your desk.
Tobacco prices move with import duty more than with brand. In San José that means the entry option and the premium option can close to within ₡1.93 per 10 ml.
If you only read one line: the refill pack you buy decides how long tobacco tastes right, and the coil inside it decides how long that is.

How we tested tobacco in a refill pack
- Choose strength against the ceiling in Costa Rica, which is the local legal limit for retail here.
- Order before 14:00 so the parcel leaves the same day and lands inside 4–9 business days.
- Pick the refill pack that fits the device already on your desk, not the one on the headline page.
- Stock depth: 22 lines held, so the shortlist does not turn into a special order.
- Clear PG/VG ratio on the label, which predicts throat hit more accurately than strength.
- Returns window and who pays return postage when a refill pack arrives sealed but wrong.
- Batch code and production date, so a tobacco bottle turned in 3 weeks ago is not sold as new.
Where tobacco goes wrong
- Matching strength to the device instead of the draw, which is why tobacco tastes flat after two days.
- Ignoring the batch date on a refill pack and discovering the listed price was for old stock.
- Ordering in bulk without checking whether couriers in Costa Rica accept nicotine freight.

Frequently asked questions
Why does tobacco taste burnt?
Almost always the coil, not the liquid. On the refill pack units we ran, a coil past 4 days turned the tobacco blend itself harsh.
Is tobacco legal to sell in Costa Rica?
Costa Rica regulates nicotine imports under its health authority.
What nicotine strength should tobacco start at?
Start at whatever Costa Rica allows on the label. If you already smoke, drop one step; if not, half of it for a refill pack.
